How did they get it under control? Are they required to wear masks in public now? Are retail businesses closed now?. Are dine-in restaurants closed down now? Are mass gatherings prohibited now?

Europe all together (several separate countries) has 741 million people. The US only has 330 million. Europe has more than double the amount of people living there. The US has 173 thousand covid deaths. Europe has 179 thousand yet double the amount of people. What you said is partially true, but not totally relevant, what's more important is deaths per number of people. In that way, Europe is doing about twice as good as the US. Deaths per number of people also allows countries to compare deaths or cases better.
Do you realize that the US has about 13 states with less than a few hundred Covid deaths? The Covid deaths in Monaco are exploding compared to these states.
I coach two athletes from a northern European country. Basically zero restrictions. Meets are normal, fans in the stands, no masks for anyone. They have done fine. They can travel basically anywhere in Europe as well to compete.
Life is much better in smaller countries. The USA is a challenge because it has 330 million people spread over four time zones in the continental 48 states (not counting Alaska, Hawaii and territories). You throw in social unrest and a political train wreck election year and you have over the top drama.
Spain, UK, Italy, France, Germany, Belgium, Netherlands, Portugal have about 162,000 deaths as of today. Their population is about 350,000,000. But good try.

The more spread out the better. The US has many hundreds of miles of mainly open country. We have numerous states with very few Covid deaths.
The biggest problems stem from urban centers. Much of what you said made no sense, except the fact that the social unrest and subsequent violence, looting and rioting that occurred caused a significant spread in major urban centers in June. These are the centers that are most likely to spread the virus and also are the most adversely affected. I guess what goes around comes around.

Cali is not the whole country. Convenient that you left out Texas/Florida etc. Of course Cali has the most cases - no one there is following the rules and they have the biggest population.

We also didn't lock down nearly as severely as other places did. I'm not a huge fan of quantifying such measures, but I've seen the US reduced about 50% of activity whereas parts of Europe were closer to 95%. Once the number of cases are very small it makes transmission outbreaks much more unlikely.
Both Florida and Texas Governors issued a stay-at-home order on April 1st. You don't know what you are talking about.

I'm sure they all starved, didn't get urgent medical attention, didn't have fireman to put out their home fire, didn't have police protecting citizens, didn't receive mail or shipments, didn't receive electricity, treated water or natural gas, didn't have petrol to run trucks or cars.

Its not the number of deaths that matters so much as where we are in the cycle. The deaths curve in Europe looks a lot like the NE US - it peaked at a very high rate in the spring then dropped down to a very low rate. But the death rates in CA, TX, and FL have not even started to drop. If the curves for those states looked like NY we would have D1 sports this year.

There are some very good meets going on in the US yes, but unless you can travel to them there are no races still for a lot of people. I can't get to a race with even an 8 hour drive.
