That seems too conservative considering he ran a 10.11 and 20.30 while still in high school, so I'd expect him to dip into the sub 10 and sub 20 region. Although I don't know if he can run better than 9.9 and 19.8 just like how Lemaitre couldn't.

It makes sense being conservative seeing how many HS phenoms throughout the years never live up to the hype and promises

You think 9.90 and 19.80 are the natural limits for white sprinters? Maybe he is an extreme outlier like Bolt? Bolt is 0.2 seconds faster than any non-Jamaican not banned for doping. LeMaitre would have ran faster if he had devoted himself to his athletics career.
Thus far, 9.9 and 19.8 are in fact the demonstrated best for white sprinters.
I would also argue that they are essentially the demonstrated best for clean sprinters.

Look, what are we even really talking about here?
If you think Boling can only max out into a 10.05 100m guy, then all he has to do is go to Texas El Paso and wait for a lull in the wind, and PRESTO his 10.05 basic turns into a 9.94. All his performances, from wind legal to wind aided, from last year put him already at a 10.15 "basic" 100 guy. And he was 19. I don't even has to train all particularly well to knock off another 0.10 in a year, let alone two.
To magically become a sub 9.9 guy, really you can finagle the game a little bit and at minimum become a 10 flat basic guy and then just hunt for windy altitude places. To a certain degree, such pursuits were I think considered uncouth by the sprint community, but based on how little people contextualize weather conditions/wind effects on the 100 and hype results (Bolings windy 9.97 last year got sooo much media hype, Norman is now being labeled as an "all-time great" in the 100 from his 9.86 even though in "basic" it comes out to about a 9.94), I wouldn't begrudge anyone of PR chasing at windy high-altitude places. In that context, it wouldn't even be a stretch to see Boling capable of 9.8x next year if he caught a safe wind at altitude somewhere. That would be technically a "legal" time.

Regarding Boling, I see nothing that indicates the promise of 9.8x. That might change, but he needs to show very specific improvements.

In the years since Lemaitre's peak, there's been a consistent dialogue on message boards that he wasn't particularly committed to the sport and kind of just showed up and ran, thus leaving a lot of potential untouched on the table. I know NOTHING of the guys life, so I can't say how I feel about this mythos. It certainly doesn't help any that it looks like he never even SNIFFED a weight room, but that's just part of subjective conjecture.
Ha, yes, Lemaitre? I know I've read an article where he complained to his coach about lifting weights.
Who knows. It's going to take drugs to get below 9.9. Rather see him work on the 400.
I interviewed him a few years back and I am pretty sure it was that or another exchange we had where he said that he will focus on the 200m much more than the 100m going forward. I don't know if that has changed. Also, I don't know if he is as explosive out of the blocks as he needs to be. Maybe I am wrong. I would say about 9.92/9.95-no wind is about all he has got. His pb is 9.92 and he is now 30 years of age.
Additionally, his bests are from 2011, nine years ago! Great guy, but get the fork out.
