San Luis Potosi in Mexico
Southern California.
Bolivia is a good spot for this. The Altoplano is pretty high and Bolivia is pretty cheap and a cool country to visit.
As for the US all places above 7000ft will have too much snow to run on unless you run in ski resorts on the connector roads up the hill.
