I’d pay for the coach and the training partners.
You need to pay God and maybe ask to give that kid more talent

His school can’t accomplish this. Needs a coach and a team to train with at least over the summer. Any ideas?

Go for the sub 16 5k, much easier. Sounds like he won't be able to do either. It requires something called "genetics" - which money can't buy. Oh well, he'll get over it even if you don't.
presuming this is a troll if not…
sub 16 5k is significantly better than a 4:10 mile. high quality training is everywhere online nowadays, you don’t need to pay for it. save your money. read up on the basic principles of running and then start researching how the top high schools/colleges train their athletes. if you really have little to no running knowledge, there are plenty of online coaches. another huge factor is talent here. if the kid is truly talented and puts in a good summer, he will have no issue breaking 16. sub 4:10 is another story… thousands of high schoolers go sub 16 every year, sub 4:10 is a very small number. every kid wants to break 4:10, but even with the best coaching in the world, probably .001% of the population actually has the genetic abilities to do it. i was a high level high school runner and no matter how hard i trained, what workouts or did, or what race strategies i employed, i couldn’t break 4:10.
