You should also know that there are many inquiries made about the use of tape, support bands, etc (especially for field events) that we get all the time.If a coach has a question about the interpretation of a rule, it is their responsibility to find out. There is also a Technical Meeting where the coaches may submit questions. Total transparency.

So if a coach comes to officials before the race and asks if he can provide a hat strapped to his athlete's bottles that the athlete will collect within the regulated refreshment zones officials need to draw up an approval and announce it to the field?
Again, Galen wasn't the only athlete to do this. Sounds like others knew it was ok, were told it was ok, and/or were told it was ok and decided not to take advantage. Meb switched hats during the race so he obviously knew it was ok, asked the question himself, or heard Galen was going to do it and thought, "that's a good idea I'll do that." How do you know others did not know they could do that and chose not to? How do you know others heard about it on race morning and thought, "damn I wish I would have thought of that and brought more than one hat."? How do you know an athlete didn't hear about the 'hat option' and think, "I don't like wearing hats so I couldn't care less."?
Because you can't find a link to a formal letter declaring it is ok to switch hats during the race you are suggesting Salazar hid them and secretly passed the hats to Rupp in the exchange zones right in front of officials, thousands of fans along the course, and millions of viewers. That, my friend, makes no sense whatsoever.
There is no letter to all of the athletes. That's not the way it works. There is only a reply to the inquiring coach. This is why you have a coach that knows the rules and the process if they don't completely understand an interpretation.

Here you are. If officials had to draw up a special letter for every question and provide it to the field before the race guess what? The Olympics would still be going and medals would not have been awarded for the Men's marathon because the race wouldn't have started yet.

My first thought when i saw this was that the hats had cold packs in them. After being worn for several miles, they would heat up which is why he would exchange them. It's a great idea for a hot race.

I recall Kip Keino used to wear a cap for indoor races. He would throw the cap into the inside of the arena when he started his finishing kick. It was a long time ago but maybe some of the trolls on here would like to raise a petition to remove any records he may have broken !

Please provide a letter that allows all athletes to have similar custom chilled hats during a race. Custom means chilled right up until the moment they are needed.

Sure. He cleared it in advance. They were in Rio for well over a week prior to race day why couldn't they go discuss with an official at any time before the day of the race? You keep trying to make it seem like this sneaky trick Salazar pulled. Again, Rupp was not the only one to change hats, this means others knew it was ok.
I'll throw a wrench in the thread. What if Salazar/Rupp weren't even the initial team to ask the question? What if Meb asked if switching hats was ok and a light bulb went off in Salazar's head? Multiple athletes switch hats and knew it was ok so how does anyone know who asked the question first?
