Did she impede the progress of another athlete? Yes
Did she change her path? Slightly over the last few steps, yes.
Was it intentional? Judgement call, but yes, it appears to be.
Did it affect the outcome? Too close to call... possibly.
DQ? On the track, maybe yes. In a road race, I think it would have to be more flagrant to be called... something like a Roller Derby block, maybe.

What are you talking about. They posted the video on their facebook feed. They published a link to the finish line camera showing every single finisher. The race was broadcast locally on ABC and even their in-house article describes what happened.

I don't think Molly's arm action changed the outcome of the race and I'm ok with her not being DQed; however, I would be ok if she got DQed as well.

Because it has never happened. Remember you are dealing with a bunch arm chair officials that want to throw their imaginary weight around and DQ people for minor incidental contact. Most of the posters in this thread are greatly exaggerating the contact to justify what would be the BS call they have made in their own head.

Maybe she wasn't....you know...actually impeded. that's the second part of the rule people do NOT read.
For my money, I think Molly tried to impede her, but it's disconcerting how many people on her state their opinion on that and then ignore whether or not Joyce was ACTUALLY impeded. Molly could have punched her in the face, but under this rule, if that did not actually impede her, there would be no DQ. Under a whole bunch of other rules, sure, but not under this one.
