It is wild speculation to say Jakob Ingebrigtsen can’t run 12:35.xx. It is certainly true he has yet to run this fast in the 5K.
In the past three years, Ingebrigtsen has improved his 1500, mile, 2K, 3K, 2 mile, and 10K road PRs. It would stand to reason he is a capable of a faster 5K than his (winning) performance in Florence. But running 12:35 is different than running 12:47!!!
He holds the WR/WB in the 3K (7:17, 3:54/mi) and the 2 mile (7:54, 3:57/mi). The 3K and 2-mile are the closest events to the 5K at 60% and 64% race distance respectively. It would stand to reason that a WR/WB holder at 3K and 2-mile could approach a WR performance in an adjacent event. This assertion has proven true with Jakob’s under distance performances in the 1500/mile where he is #4 and #3 all-time. Why would it not hold true in the overdistance (5K)?
Jakob hasn’t lost a 5K since 2019. He hasn’t failed to improve his PR. He simply hasn’t needed to do so in order to win 5K gold medals. His 5K ceiling is unknown since he hasn’t run the event on the Diamond League and none of his competitors (many of whom have sub 12:48 PRs) have pushed for fast championship finals.
So I think he could run 12:35. But Jakob should help us all out here by running a fast 5K in the Diamond League.

He can break the records in the shorter events but hasn't improved his best time in the 5k in 3 years and is nowhere near the wr.
