So the last phase of Keystone - XL- would have supplanted Russian (#2 producer) in the world and given the EU oil independence from Russia? In short your are stating that specific phase of Keystone would have replace the EU's 35% supply they get from Russian?

The "last" phase was phase 3a/b which completed the pipeline from Canada to the Gulf in Texas.
Phase 4 was tacked on to add an unnecessary side-leg that lead to oil sand (low quality "oil", filled with sand and clay) lands in the Montana controlled by Big Oil. There is no reason to transport that oil to the Gulf for processing and them export outside the U.S. It can be processed where it is and delivered throughout the U.S. Big Oil is importing a lot of oil. The only reason to export oil sands at the same time as importing oil is that other countries can process it for less, and then sell it back to the U.S.
