"up to" includes lower amounts.
"from what they would be paying" means rates could be higher without the bill.
None of that is lying. And in fact premium increases slowed.
Now look at Trump statements:
Lie "The tax bill will not be good for me" - Truth - it lowers his taxes and increases his children's inheritance.
Lie "I will release my tax returns when they come back from audit" - Truth - he will never willingly show his recent returns.
Lie "We will build a wall" - Truth no wall
Lie "We will simplify the tax code to 3 brackets and get rid of loopholes" - Truth it stays at 7 brackets and loopholes remain
Lie "Obamacare will be repealed and replaced with something terrific that will cost less and cover more" - Truth - no repeal, no replace and a mandate will be removed that will push premiums up
Lie "We had the biggest inauguration attendance ever" - Truth - come on, man
Lie "I had one of the biggest electoral landslides ever" - Truth - Obama got more electoral votes both times
Lie "I would have won the popular vote if millions of people didn't vote illegally" - Truth - he's a liar
Lie "We will pass a huge infrastructure deal" - Truth - it hasn't even seriously been brought up
