Either or fallacy. Your statement is simply false. Even without a failed test, if an athlete ADMITS to taking a banned substance, or more importantly PROVIDES A BANNED SUBSTANCE TO A TEAMMATE, that athlete must face disciplinary action (see: loss of eligibility, not just some team issued suspension which can be avoided via transfer). The NCAA is a governing body. Their only purpose is to enforce their own rules. They have to follow up on this otherwise they have no reason to exist
