No. I am saying that the coach of that program is the one that gets to decide if he wants the 17 year old 4:04 kid or the 25 year old 3:57 kid. Taxpayers should not get to set the recruiting strategy of coaches.
If the coach is working for a school that accepts tax payer money, than yes he is accountable to the taxpayers to some extent. The taxpayers pay his salary, they pay for the shoes, they pay the entry fees, they pay for the flights and hotels, and most importantly they pay for the scholarships.
If the coach only wants to coach 28 year old Kenyans with no concern for the educational mission of the university, he can get a job for a pro group. I don't think any of us are saying that we need to hold state referendums to decide every roster spot, but there is nothing wrong with setting reasonable policies like age limits and foreign scholarships limits.

Also last I checked the tv deals with ESPN, CBS, and whoever else that the NCAA, the conferences, and the individual school negotiate pay for almost everything. Revenue sharing carries such wieght that all these midmajors are going to bankrupt their athletic departments trying to chase that dollar. According to chat GPT the Power 4 state schools tax funded money only accounts for 5% of the entire athletic budget. So no you are not subsidizing these programs and they should not have to have these arbitrary limits that are being proposed. Kids need to pick schools that are the best fit for them regardless of division or level. If they are foreign dominated then they are probably just not a good fit for you. No one is owed anything.

There seems to be a decreasing interest in the men's side of the sport at the D1 level as the elite teams are dominated by foreign athletes with unknown back stories. Pundits have recently focused their attention on the women's side of the sport because there are more elite teams comprised of domestic talent. Note the lack of threads on this site having anything to do with the men's race for the national championship. Same with the podcasts which focus on the women's side and the rising stars there. If the pace of elite foreign recruitment continues the only people who will be interested are the coaches and the athletic directors after a win. Comparisons have been made to the loaded, global Dodgers roster, but this is a specious argument as we are dealing with college athletics not pro sports.
