If you want to cite an athlete that was without shame, Gatlin would fit the bill. He knew that he and Graham were going outside the rules and despite his quiet efforts to cooperate with anti doping authorities after his conviction, he still has yet to publicly admit his complicity.
Well, I was fairly close with Gatlin a few years before his failed test but was a bit more distant the year he got the result.
I believe Gatlin was a victim of a poor choice of running group. I believed his version of events: Trevor Graham rubbed ‘the clear’ on him during massages unknowingly.
I believe him more than Shelby.
I also believe Gatlin is telling the truth, but trust me, it can be hard to know about everything that's going on, when you are face-down on a massage-table. However, I feel pretty sure Trevor wasn't even rubbing 'the clear' into Justin's skin, but worse, was rubbing in offal.
That's why when Dick Pound was asked to comment on Justin's second infraction, all he said was, "It stinks".

This discussion topic makes me sad and kind of frustrated, as a track & field fan. It has really opened my eyes about something. - ...I'd never properly considered doping vs. non-doping athletes/people...in that: With nearly every star, past and present, using drugs...it pretty much inherently means that they are BAD people. To answer your question - doping is known to be widespread in the sport and at the top levels. So a sense of shame - if they have one - doesn't stop elite athletes from doping. Houlihan was found to have intentionally doped, despite her denial and poor excuse. Not much of a sense of shame on display there.

All of those are too good to be clean (some more than others). I am over 99% sure they are all dirty. My litmus test there is always the question: what could they run if doped (assuming clean now)?
E.g., picking your 1st and last name of that list:
1 - has run 3:43.97. Even if doping helps only 2% ---> 4.5 s -> 3:39.29
2 - has run 3:49.04. Even if doping helps only 2% ---> 4.6 s -> 3:44.42
No one, not even the most hardcore doper ever, has come close to those times...

I don't think Kessler is clean. There's something about him that feels off - just the way he acts.
Arop and maybe Hoppel are likely clean. Kipyegon isn't clean - Bolt level of dominance. In men's actual distance (not mid-distance) I think Cheptegei and Moh Ahmed might be clean. Fisher probably clean as well. Don't think Maloney is clean. the rest on your list I agree with - at least more likely than not to be clean.
The thing about Kipyegon is that she has been sh1t hot since she was a kid. If she's been on the sauce, she's been doing it a long time. The idea that she could do that and not suffer negative side effects, or be caught out is extraordinary.

...every year it becomes more surreal that those women's world records aren't deleted. ...I remember watching last year's Olympics and the 400 for women...and there in the corner of the screen was 47.60. ...a time from about 40 years prior, that was obviously run by a chronic drug user. It's quite bizarre when you think about it.
