It's not about who he's beating. It's that he just climbed 18km at an average of 6.2W/kg and close to 7W/kg over the final 3 or so miles. He touched 900W at sections in that final run to the summit - to put that in context, if you can maintain 1100W for 5 seconds you are considered a very competent pro sprinter - and that's not after riding close to 100 miles over hills.
The level of cheating here is astronomical.

These are the record times for the final Couillole climb today and Pogacar smashed them all while still holding back tons, looking relaxed. And Richie Porte wasn't clean either when he set the record time back on Team Sky with the British team "doctors" that liked to use testosterone.

TDF cyclists get daily IV treatments to aid recovery (which is within the rules), Similar to how Mo Farah and NOP took L-carnitine intravenously at x mL/hr. (Or whatever the legal limit is). I doubt athletes watch their doctors mix the drugs and make the IV. Coaches are microdosing athletes intermittently and they have no idea. Helps the athletes keep a clear conscious and remain “innocent”.

Pogacar was doing 7+ W/kg up the climbs on the final day Tour de France TT and wasn't even giving it full gas since he was showboating during the TT with various hand gestures to the cameras. His FTP based is the highest ever recorded in pro cycling. This is far worse than Lance, at least our Lance knew when to ease back.
