Frias was kicked off the team immediately after the conference championship which was Feb 24 or 25. She didn't go into the transfer portal until March 1.
Since you can't change teams mid semester, there would have been no point in her going into the portal on March 1 if she was still allowed to run for the team. She only went into the portal at that time because Duke wouldn't allow her to run at indoor nationals.
The transfer portal window didnt open until March 1. She couldnt have entered it any sooner
You completely missed the point. There was NO advantage for Frias to go into the transfer portal on March 1 UNLESS she was already not allowed to run for Duke. Otherwise Frias would have first run for Duke's DMR at indoor nationals in mid March and THEN went into the portal at some point after that.
The Monday or Tuesday after ACC's she went to the coaches and said she wants to enter the Portal.
As most college coaches do - when someone enters the portal as an undergrad transfer they are told to clean out their locker. So Frias told them she wanted to enter the Portal and then was finished with the program. She had to wait till March 1st to enter the Portal per NCAA rules.
Frias has kept her portal entry active - and as long as she has not taken any summer classes at UCLA - she can transfer to another program this fall without penalty since she never enrolled at UCLA.
Barnett and McDonnell are both marked in the Portal as not meeting the time window to enter the Portal (and an assistant coach leaving is not an exception - only if the Head Coach leaves) so unless there is some crazy waiver out there - since they both enrolled at UCLA for the spring and entered the portal outside a window where they are allowed to enter it - they will sit a year.

I have to ask the compliance person I know but what if she signed an NLI with ucla ? I don't know if she did but if so how does that affect the situation?

Undergrad transfers don’t sign NLIs. Only high school recruits. Transfers just sign scholarship agreements that are non binding
Mia Barnett signing with another team and redshirting is a great idea. Gives her a chance to train for Olympic qualifiers without betting beat down by the college cross country season and still come back for two college years. The best of both worlds.
The window for transferring varies by sport, depending on that sport's calendar. This year, the window for indoor track athletes to transfer was March 1 - April 29, while the window for outdoor track was May 19 - July 2.

Your theory makes no sense. There's no way that Frias worked her butt off all year, ran in the DMR at her indoor conference meet fast enough to make indoor nationals, then immediately went to her coach and said "Now that I just qualified for indoor nationals I'm going into the transfer portal ASAP so go ahead and kick me off the team because I don't care about running at indoor nationals."
If it was Frias's decision to be off the Duke team, she would have first run the DMR at indoor nationals, and THEN gone into the transfer portal.

The new distance coach will be the 3rd at UCLA in just over a year. Some of the top athletes will be angry because they are stuck at that school due to the track portal period having expired, scholarships at other schools having already been handed out, and the double transfer rule would require a lost year of eligibility. Not the best situation for a new coach to walk into.

This is terrible, I feel bad for these UCLA athletes.
They are women, not girls. Thst is a sexist comment. And please stick to the topic. Attacks on posters are not allowed.
The rule is clear. They should just stay at UCLA for a year. It is a great school that they used their legs to get admitted to.
Don't take it personally. It's a response right out of the Brosnan playbook. If you have any opinion that isn't calling Brosnan god-like, you're a hater and jealous.
