The idea that she can just "make up" a diagnosis of ADHD so she can take Adderall as a PED is silly. USADA has very specific guidelines for ADHD medication. I won't copy and paste the entire article here but I'll link it below and hit the major points. It requires a DSM-5 diagnosis of ADHD, documented proof that the symptoms are actually due to the disorder and not due to stress, exhaustion from training, etc., a file on the treatment history proving that alternatives have been tried and ineffective, all of which has to be reviewed and confirmed by independent USADA physicians.
As wejo said, there's a system in place to approve these things. Athletes aren't going to some fly-by-night pill pusher who says "yep here's a prescription for Adderall and Albuterol, see you in Boston!" Even then, if you think an athlete is getting approved for "PEDs" then your gripe is with USADA and WADA. They're the ones who approve it.
