Trump believed that Pence could take action that would have resulted in a one vote per state resolution:
"He can decertify the results or send them back to the states for change and certification,” Trump said. “He can also decertify the illegal and corrupt results and send them to the House of Representatives for the one vote for one state tabulation.“
Towards the end of this video and after a break to pitch his cigars, Giuliani makes the same claim:
It's obvious that Giuliani was behind Trump's berserk beliefs as to what powers Pence had. I also believe the "perfect" phone call was Giuliani's idea.
Giuliani believed that the advice that caused Trump to be impeached and the additional advice that might result in him being removed from office and his legacy destroyed, is worth $20K a day.

It is much more likely that it was his job to protect the Capitol and not let hundreds of rioters in than it was to just stand there and let people in.
After taking a closer look at a larger (on my screen) pic on CNN, the officer is definitely leaning in towards the selfie taker and looking directly at the camera. I doubt his command was to stand and take selfies with people breaking into the Capitol.

Yes, that's my larger point.
Now if the police really did help the rioters then that is a big story. But we are far from reaching a conclusion like that and it's silly to read so much into a cop who stood there during a selfie.

We don't know what he should have been doing. We don't have enough information to know that. My guess is that the situation was completely out of control and he was merely awaiting orders.
But it's impossible to know if he was doing his job properly or not from a few seconds of video.
