You do have a point. They could do both. Invoke the 25th and then impeach. You can still impeach a president once he leaves office.
But I think the 25th is off the table. Elaine Chao just resigned and she is one of the cabinet members they need to make it work.

House will impeach.
Have two votes in the senate:
Remove or not. This requires 2/3 to pass
Bar from future office: This is a simple majority.
So do that. Ban him from running again.
