Unlike Hennepin County, those places comply with ICE detainer requests, so there is no reason for ICE to be out in the community in those states.

Here is a list of jurisdictions that do not comply with Federal Immigration laws in Minnesota:

Cities: Minneapolis and St. Paul.
Counties: Hennepin, Ramsey, Anoka, Carver, Cottonwood, Goodhue, Le Sueur, Lincoln, Lyon, Martin, Nicollet, Nobles, Dakota, Jackson, Kandiyohi, Pipestone, Todd, and Watonwan.
Other: Tri-County Corrections (covering Norman, Polk, and Red Lake counties).

That is why ICE is in Minnesota and not the places you mention.

Anyone in the country illegally for up to twenty years that commits a crime that results in three months or more of imprisonment is automatically deported. So this has nothing to do illegal immigration, and everything to do with the fact that Minnesotans decided to not be too bothered about about the origin of their neighbors.

Surely if there are no sanctuary cities in Georgia or Iowa that means the people there are concerned about immigration, more than the people in Minnesota. So that's were ICE should be.
