How many ADs you know that truly understand the sports of T&F and XC? To most ADs, having a director that focuses on different event groups is probably like a football coach that runs a different offensive scheme. From the perspective of the AD, what difference does it make?
A quick TFRRS look shows a lot of sprinters, little to no field events, and lacking distance depth. Team performance at conference has been very low. They have some outstanding individuals, particularly in the hurdles.
Best guess is they don't have funding to support a full team - and they put the limited funds they have into a few individuals. This is textbook small time D1 approach. I don't blame them; its their best shot.
