He must have been doping during the Olympics, or he is still waiting for the drugs to leave his system from a cycle just before he left for the Olympics.

Clearly he did not evade the drug test. He did not even know there was going to be a drug test.
Remember that drug tests are unannounced. How can you evade a drug test which you don't even know is coming?

The drug testers have to find the athlete.
If they do not find you straight away, they have to ask around.
No big deal. I've used others credentials before. I've seen children of IAAF big shots with writers credentials at the Olympics. Sharing is common and done regularly.
Plus I've seen Clemson, GT, UNC, etc. Athletic Dept staff openly serve with their school's garb on as doping control personnel at NCAA meets which is DIRTY AS HELL.

look, guys, I'd prefer a clean sport too -- but the situation is sad all around, and everyone seems like an idiot, including the volunteer who didn't think to ask why a man in his 60s was taking the test.
I think this is strong evidence that Rotich is doping but it's not a slam-dunk. The relevant parties are poor and a free breakfast might have actually been a big deal to this guy. So who knows.

However, if I am in that position and someone thinks I am someone else and asks to do a drug test, at that point, I would come clean and say that I am not the one on this name tag and will go get that person.
With issues as serious as doping, this should have been his only action. Anything else looks extremely suspicious.

Because unannounced tests aren't as surprising as you imagine.
The tester typically calls the athlete to coordinate meeting the athlete where they claim to be. Yet somehow in this situation, the tester ends up finding the coach.
Maybe the coach just happened to be there and just happened to have to use the bathroom.
The drug testers are required to watch the subject urinate into the collection bottle. No chance that the involved tester mistook a Kenyan man in his 60s for an Olympic athlete. This story is clearly a fabrication.
