As for Chepngetich, the most likely explanation is that she panicked and thus stupidly overdosed. Not all dopers are perfect and smart at all times, or none would ever slip up and test positive. Most fortunately, I would say.

She tested positive with a concentration of 3800ng/mL in her urine sample. The legal limit from WADA is 20ng/mL. Even if she was on Hydrochlorothiazide for legitimate reasons there is no good explanation for her concentration to be so high. It's clearly masking something like EPO or nandrolone.
The fact that the AIU included all of these screenshots in the report is surprising. It shows they're still going after her and investigating the claims in these WhatsApp messages. They are going to go back and examine her historical biological passport to look for trends. I'm remaining hopeful this is just the beginning.
