This is unconstitutional. There are no tiers of citizenship in the U.S., so you can't penalize a naturalized citizen in a way that you wouldn't be able to penalize a natural born citizen. Furthermore, there are only two ways you can lose citizenship. One is by voluntarily renouncing it. The other is by denaturalization if it's proven that you obtained your citizenship through fraud, which is basically like saying that you weren't a citizen to begin with.

Lots of people have been in this country for a lot longer, have reproduced, and don't do drugs.
Additionally, drug rules apply to ALL races, not just the start of a running "career."
It makes sense to keep it confidential because in the event there is a false positive or lab error that athlete will have been falsely maligned and their reputation in the sport destroyed.

USATF caught a Masters Runner doping! Not surprised by the running club on his chest at the trials. The younger, mostly clean runners in that club and the Sacramento Running Association really ought to clean that Masters program up.
I know Shadrock was repping SRA the last few years which made me think he didn't have a pro contract anymore. Funny, i never suspected him, but there are rumors of SRA masters runners who dope. But i highly doubt Mansoor or any other SRA "official" had any real knowledge.
The doping is rampant in the PA USATF Masters group. Some of it is actual doping. Most of it are people on drugs for whatever health ailments people in their 50s, 60, etc, have, testosterone replacement, thyroid, etc, that also has health benefits.
I have a hard time believing reputable coaches wouldn't look at someone who runs a 3:53 at age 51 on a fast course run 2:45 on a slower course 15 years later at 66 and not think that guy is probably doping. Then when that guy enters a meet that happens to have drug testers at it, he runs two laps and drops out claiming a hamstring injury. Even if somebody lost 50 pounds, that's maybe a 3:10 marathon. If it defies logic, it probably isn't real. Of course when anybody on the circuit brings this up people get mad because the guy is a nice guy.
The Oregon USATF should test at Masters Nationals in December. It's be quite illuminating if they made everyone pee in a cup. Maybe Phil Knight could pick up the tab for it.

As someone who grew up in the Bay Area and ran with many older runners while I was still in HS, your post makes me very curious.
Sounds like he's been used as a sacrificial lamb to preserve the likes of Hocker and Fisher. Once again the black athlete is busted and the obvious white ones aren't.
White athletes like that I firmly believe are protected by bribes to WADA . Same as Ingebrigsten.
Same old racism in athletics. White money pays for protection.
