Antidoping organizations are full of politics and politicking, self-interests and red tape you didn't know that sir?????? If somebody in the organization wants to act, they need to get permission, and then get higher permission and then cross check with the government and law enforcement and all these can take very very long you feeling me sir?????

Whereas Coevett and Khamis and Armstrong the antidoping trinity are able to initiate antidoping proceedings literally on a whim in 1 second. We just need to collect our thoughts, relook whatever subjective evidence is available on the record and take the potential culprit to 'court' on LRC, you feeling me sir????
