There are probably a number of viable candidates. Peter Snell is one. Peter Rono and Paul Ereng in 1988 and Waldemar Cierpinski in 1976 are others. Snell is probably about as good as one gets in going from nowhere to the top and then staying there for a good while and not only winning at the OGs but also elsewhere, setting WRs, etc.
