Henes has run 15:03 i and 8:42 (and 9:18 2 miles) this year. She seems pretty fit. A good strategy for Tuohy would be to try to stick to her and see what happens in the last k.

The weather is the same for all of the athletes in the race. Other runners have teammates and there’s no reason to believe that Tuohy’s attitude towards hers is any different from others.
Bad weather benefits slower runners typically making it a tactical race rather than a time trial.
Championship races are not TTs and there will be no pacers or lights. There are 6 runners with PRs under 15:00 and she’s unlikely to outkick them in any scenario.

If a runner has a 20+ second advantage in her PR, she’s going to have a lot more left in the tank, even off of a slow pace. I don’t think Tuohy has (a fit)Hocker-like; top-end speed that will overcome her disadvantage in strength.
At the NCAA 5000m, it looked like Tuohy went all out during the last 800m but she only put about 2 seconds on Parker Valby, who didn’t qualify for USATF this year.
