I think he thinks that it is in some form "if we don't talk about the virus, the virus doesn't exist and we can talk only about the re-opening".
It's the same tactic he tried at the start of the virus coming into play in the US when he downplayed it. Problem is that his idiot followers who take him at his word were led to believe and continue to believe based on my anecdotal contacts here in Trump land that the issue was no big deal. Now he's telling them "it's over". It failed miserably then and it will fail miserably now.
