when it costs the government maybe $4 billion in interest to borrow a trillion dollars...it's actually not that irresponsible. $4 bn is a rounding error, esp when much of it is paid to the federal reserve, which hands it back to the US treasury.
That said, the Rs will certainly be against such borrowing starting January 21, 2021.

And for a fraction of that spending we can get off of fossil fuels forever. That's what Europe is doing. Europe finally "gets it".
Once the infrastructure is in place, Europe will enjoy energy that is virtually free. And in the mean time, the US will continue burning trillions of dollars each year in natural gas, coal, and petroleum.
