That's not "learning" it's just gaining muscular and cardio changes that allow maintaining the same old movement.

So does a 5-7% improvement in oxygen economy mean that I can improve my marathon pace to close to my 10k pace as per this graph?

I think it's both an elusive, transient thing and a trainable thing. Some days I'm creeping along and it feels like I'm trying, other days I'm flying and it feels easy.
