Running for fun is largely something that wealthy people can do. When you are busting your butt hours on end just to put food on your table, there is little time for something as frivolous as running for fun.

Huh? I'm low-income and find time to run. I just don't have the dough to sign up for many races these days since so many cost an arm and a leg. Running is cost effective for low-income people.

I think you inadvertently supported that posters points. Whilst running is free, and I'm sure many Africans run for fun, competing as a master is not free.
Consider the World Masters champs in 2016 were in Perth, and last year they were in Daigu, and all the athletes tend to be entirely self funded, maybe it's not so inaccurate to say it's a pastime enjoyed seriously only by the wealthy.
