We're still talking about new gear distributed to a competitor throughout the race. Fresh gear. Clean gear. New gear.

If there was a cup of ice Rupp could grab, flip into his hat and throw back on his head, OK. But the issue remains that he received gear/clothing he didn't start on the line with.

This was actually an oversight and an official should have deemed it such. Refreshment tables are not for distributing new gear/clothing.

This is a clear bending of the rules.

No rule was broken.

This has been brought up many times before at international competitions with other countries.

If a coach is unsure of the legality of any substance, procedure, clothing or device, they should make a formal inquiring to the Technical Delegate.

Handing out hats with or without ice/water is an accepted practice as long as it takes place at an "official refreshment station"

Unless hats of athletes can magically change color during a race, Rupp wasn't the only one who obtained new gear from the refreshment tables. Meb started with a blue hat, and it became a white USA hat by the end of the race.

Alright, so given that Rupp supposedly received illegal assistance about half a dozen or more times within the competition area, did every official handing him a water bottle with a hat just fail to deliver either the warning or the subsequent DQ?

Geez, all these years I thought the expression was "ass-hat" and it was actually "ice-hat"! Live and learn.

Also wondering if it was actually Belichek's idea, not Salazar's.

Almost positive that they didn't come from the pickup table. Every pickup table I saw on the stream had nothing but water bottles. However, there were slow-mos in the replay where, at the aid stations, there were officials holding signs for each country with special water bottles/towels for whichever athletes they were assigned to. In one of them, Rupp got a hat-bottle, while an African runner got a bottle with a large yellow-ish sponge/towel.
