The expression doing time comes from prison time not a break and keep all the money you previously fraudulently stole.
These bans are not working. A starting point would be doubling the ban to 8 years for thos who do not admit it, Forgiveness only applies to those who repent
If testing caught the only dopers there wouldn't be a doping problem in the sport. There is. Testing catches very few - "the dumb and the careless".

No, it doesn't. To get caught, you need to have doped "in a "dumb and careless" way" AND get tested shortly thereafter. E.g. Shelby or any of the other ladies may have screwed up their dosages several times this year, but got away with it because their next test came over 7 days thereafter. With 5 - 10 tests per year, several thereof in-competition, that is actually quite likely.
What we do know is that Shelby is a doper; no more, no less. Sadly she'll never tell us when she started doping, with what PEDs in which amounts, etc. etc.
I am not wasting my time watching that but already know she did not admit doping.
As she is still running as well logically is still on some form of doping.

Everyone knows the drill: If she did badly it's because she stopped doping; if she did well it's because she was/is doping. The haters will find a reason to be right whatever happens. Her supporters will always find a reason to say the tests were wrong, etc.
People will always find reasons to believe what they already want to believe so it's a pointless discussion, just like all of the doping discussions on this board. All anyone actually knows is what drug testing shows and even then people will find reasons to say the drug testing is wrong.
Her run was super impressive in my mind. She showed no fear in leading and still had a good kick at the end.

She is yet another perfomer from worlds that we all said would not make it. hats off to her. She looked for all the world like she was kicking just fine down the stretch, just hard to outkick people who seem to be 100% fresh at end of races. I would say it would seem a low likelihood she is using, and she is trying to outkick 1 or 2 gals that, for the life of me, seem ready to run a 100% all out 400 at the end of races. Just limitless reserves.

Runners at this level get there because of ambition and not just talent. They aren't going to tamely accept the Africans will always win if there's a way of trying to compete. Houlihan has already proved that. But the Africans are still winning the arms race. Oh, yes - I forgot about Hocker and Gressier.
Remember, Houlihan was tested a ton by USADA before her positive test and never tested positive. It was a test by the AIU that got her. She was not in the AIU pool all year as she wasnt fast enough. Recall her camp made the argument back in 2021 that AIU testing is too sensitive and she wouldn't have tested positive under USADA.
The fact the AIU had to appeal to the CAS to get Knighton banned over USADA's protest makes me frankly not trust USADA to not be soft.
Hopefully with this result she gets added back to the global AIU pool.
