Judging from this Ugandan article, anti-doping testing in Uganda is a joke. It appears the first WADA testers only arrived for the first time this year, only stayed for 2 days, and their stay was widely publicised beforehand with 100 Ugandan athletes 'declaring their intention to be tested'.
So there appears to be no random out of competition testing in Uganda. No wonder European managers and coaches descended on the place as soon as testing got improved in Kenya and stars like Kieplimo, Mussalagaga, and Cheptegai immediately staryed appearing.
I don't pay much attention to the doping talk around here. But the two countries that immediately draw my suspicion are Uganda and Bahrain. It screams as flight to lookaways.
Bahrain even had an equine doping scandal recently with a world championship taken away.
I would a 3rd country to that mix.

The fact that it's mostly lower-tier Kenyans getting busted and that Kenyan dominance hasn't declined despite intensified testing proves that Ethiopia can succeed clean, which I believe they are.
Kenya has had some lean years medalwise in the past. The 2012 Olympics, for example, wasn't successful. This in the era where Coevett claims there was an all-out free-for-all. Personally, I believe doping is a fairly recent problem in Kenya and when the dust settles, we'll still be competitive.

I'll tell you what I think. I don't, for one second, blame this girl, Cheemusto. Being from rural Uganda and probably not having the best access to formal education, there's no way for her to know anything about PEDs let alone discern which ones would help her performance and recovery. So probably some coach's, agent's or physician's handiwork here.
Fortunately for Uganda, they don't really don't have the depth of Kenya and Ethiopia. Their whole reputation is anchored upon two super talented athletes in Cheptegei and Kiplimo with only a few world class athletes. If there's a problem, it should be easy to nip it in the bud before it worsens. So hopefully the authorities move early and catch the foreigners (yes, foreigners) responsible for this before it's too late.

What I am seriously suggesting is not that the AIU should have ignored the presence of the low ng/ml amount of ingested nandrolone, but should have treated it as an ATF as foreseen in the WADA TD on nandrolone -- the same TD where WADA calls 5.2-5.8 "in the low ng/ml range" that is "usual" after non-castrated boar "edible parts" consumption.
As I said, I agree with the CAS minority, that the WADA lab, the AIU and their experts, and the CAS majority got this wrong.
Much is made from the fans about the low threshold of 2 ng/ml, but for women, this low threshold has always been controversial since its introduction, and in any case, is a reporting threshold, not an AAF threshold. In IOC testing in the 1998 Nagano Olympics, out of 621 tests, only 5 athletes violated the testing threshold -- all 5 were women.
Don't be confused by what the evidence says. There is only evidence of nandrolone presence this one time in December -- in a period of time when she did not set any American records. Any suggestion of more than one time, lacks evidence.
Second, I agree with USA anti-doping chief Travis Tygart that accidental ingestion should not be treated as "guilty until proven innocent", as that "railroads innocent athletes into four year sanctions" "where athletes did absolutely nothing wrong but (are) treated like intentional cheats".

Oh no, any allegation of PED is by default most serious and safe from all lameness or vengefulness. People call out PED due to legitimate observation of unusual behavior not of lameness. Wejo and Rojo says the same you can ask them here. If people on here are ringing alarm bells at Joshua Cheptegei and Eliud Kipchoge for harboring runners who have failed drugs tests in their training camps, well then everybody would set off an earthquake at Jordan Chipangama living under one roof with Soh Rui Yong. That's just how it is........so stop detracting. I don't think Eliud Kipchoge is clean, at least 90 percent of the messageboarders here wouldn't think he is clean too, why would he be? I kinda agree, there was not much reliable testing done during the COVID era what with lockdowns and restrictions stuff. Not that the tests were any reliable proof of an athlete's purity from PEDs anyway. But athletes are not stupid they would surely take advantage of the restrictions and dope with ease...

There are so many substances that nobody knows, that the only logic explanation is they are components of normal drugs used for small sicknesses (flu, cough, skin creams, poisonus stings, etc...), because I don't think there si some doctor/coach/manager that can suggest to take those substances for improving the performances.
Different the case for Nandrolone, the most used drug, and Corticosteroids, while the use of EPO at thye moment decreases also in athletes who want to dope for enhancing their performances.
Of course, we can't speak of some doping program organized by AK, looking at the casuality of the illegal drugs and at the lack of a mediacl strategy.
And compare with Ethiopia where there is far more control of athletes by the federation/coaches. The only busts for Ethiopians seem to be very obvious PEDs (Testosterone, EPO) by fringe athletes. Not like Kenya where going rogue could mean random PEDs/things only banned on race day.

It isn't a term used in isolation but in the context of the case and the evidence before the Court. But you aren't bright enough to understand that. On that basis, the Court decided she was a doper - which is what a person is who has been deemed to have intentionally doped who cannot show otherwise - a fact the unintelligent, such as yourself, cannot accept.
Courts regularly make decisions on civil matters based on the balance of probabilities, as the Court did in this case, and only someone who has no idea about the legal process says such a decision isn't based on "established fact". It cannot come to a decision except on the facts before it. You have no understanding of how this process works, hence you make a fool of yourself on thread after thread.
