No she isn't. The NAIA is NOT the NCAA. If she had gone to Colorado, she would be in the NCAA, she didn't.
Also, why are you Americans so obsessed with age? It is irrelevant and does not predict future development. Ask Zola Budd (who ran a heck of a lot faster at 19 than Wiley), how development works (and she didnt have super spikes- in fact didnt wear any spikes at all!!).
