Nuguse is an Olympian even more so than Sam Parsons or Alexi Pappas who some posters here also try to discredit. (In my opinion they are also Olympian/finalists obviously)

Competitor means someone who competed.
He did not complete. Not a competitor. Not an Olympian.
Nguse is weak. He couldn’t take the pressure of the Olympics so he faked an injury. To call him an Olympian is to denigrate all of the true olympians that came before him. He’s a puzzy

If Ngeues is an Olympian so is craig engles. Craig qualified as an alternate. Ngues scratched, so the alternate qualified to complete. So by your definition craig Engle’s is an Olympian too. He qualified to compete when Ngues withdrew.
Valid point. And nobody answered the earlier question about some dictator entering himself because you don't have to qualify if only 1 entrant. Some 300 pound 80 year old could declare himself an Olympic marathoner.
You become a competitor long before you compete.
As soon as you qualify and your name appears on the starting list, you are a competitor. Other competitors think of you as a contender, plan their tactics involving you, that is already a big part of competition.
It's like enrolling in a university. Letter of intent, enlisting to classes and you already are considered a student before you even set your foot into a classroom.
Enlisting here is the keyword. Nuguse had his name in the start list, a.k.a. list of competitors.

If he has enrolled and applied for the classes - for the time being - yes.
In Germany there are people, who apply for university to get student status, which enables them to purchase a cheap "student ticket" for public transportation. They never go to a single class though and once kicked out of the university for inactivity, they apply at another one.

Well here's your keyword - withdrew. If he would have not withdrawn but simply not attended any classes, he would still have had student status untill kicked out of university.
Since Nuguse didn't withdraw beforehand and simply didn't start, he had the status of the competitor. And once competitor - therefore an olympian.

Maybe, maybe not, I don't know. There is no legal / dictionary definition on "Boston Marathoner", whereas there is one for being an Olympian.
Marathon could have totally different stipulations, like an actual start, crossing the finish line, running for the entirety of the distance (no walking), that depends.
I'm not sure you could say you're a "Boston Marathoner" if you ran but didn't finish, while you're definitely an Olympian even if you didn't finish your race.
But the Olympic Marathon is okay if a person qualifies and decides not to run the day before? They are an Olympic marathoner the rest of their life?
