Family members found a tooth at the scene.....was she shot in the face? Why couldn't the hunter tell a human face from a bears? She was wearing blue. This really seems fishy to me.
Add in that the kids were from Concrete (notorious for meth using trailer trash) and it gets even weirder.
If there are no charges it sets a dangerous precedent. During hunting season you can go to a VERY popular hiking trail, kill a hiker and then claim: "Oh, I just thought she was a bear" There are enough sicko's who would do just that if they knew they could get away with it.
They should make popular hiking trails off limits to hunters. Hunters can hunt the surrounding area but ANYTHING on the trail itself, no matter what it looks like, should not be shot.
