$5k per year can turn into quite a bit of money if you invest it right. After 20 years of doing about that I had accumulated over $400k.

Like having a kid when you’re 23 is easier? Oh, you mean fertility. Well, women are also considering socio-emotional-financial-inter/intrapersonal factors. So if you want a culture of younger moms, you gotta have a culture that supports moms more comprehensively. Or… I guess you could treat women as an underclass and bar them from education and employment, so that child rearing is the only option.
