yep, this is vital for context. Likely around 0.7 difference.
Could be as fast as a rolling 21.7, could be as "slow" as a standing 23.1. Regardless, I think people are seriously underestimating him - I think he's getting silver at worst.

For Context here is a similar workout from Nick Symmonds 2012 training log. (This is when Symmonds was with OTC and not Brooks so the workout is different)
"Monday, May 28, 2012 7 miles 3mile warmup. 150m in 16.5, rest 4 minutes. 200m in 22.6, rest 5 minutes. 150m in 16.5, rest 6 minutes. 300m in 36.1, rest 7 minutes. 150m in 16.5. 3mile cooldown. Straight over to the pool for a 25minute swim.
This is a true sprint workout for me. Lots of rest, but running really fast intervals. I crossed the line after the 200m and saw 22.6 on my watch, and I didn’t believing what I was seeing. I had to confirm with Coach Rowland that he had me that fast as well. This was a holiday and the pool was closing early, so I was forced to go straight to the pool for my swim rather than giving my body a couple hours to recover first. I was EXHAUSTED the rest of the day"

my first year i ran 11.0 jog start 100m and 24.0 200m jog start at age 16. and i got beat in a nowhere regional 800.

so what gives when 327 guys hit , is it a running start 22 mid 200m, if thats what it was?
these guys basic 400 m make sense however, i am shocked about the basic speed.

I’m pretty confident Kerr’s 22.4 was from a rolling start and I think that’s very good speed for his profile type.
Are there any 800 or 1500 runners who could beat the women's 200m world record? I doubt it.
But there are certainly quite a few who can beat the women's 400m world record. And quite a few who can't, too. It would be interesting to make a chicked list.

Walker did a couple of 200m reps in a session with American hurdler, Jim Bolding before breaking the world mile record. The author said, 23.0 and 22.9, "Walker's best [ever] is 22.7." Lydiard said Snell was a "22.3 man. George Kerr could run 21 seconds."

It's not so simple, these guys aren't sprinters. 21 low 200 isn't easy, it's knocking on the door of elite short sprinter level.
Remember a few years ago when Nick Symmonds went on his quest for a sub 12 FAT 100? And eventually succeeded, just barely. He may have been retired, but wasn't very old yet and trained for it seriously.
He wouldn't have gone on that quest if he had ever been in much better shape than that. It's 23 or 24 200m shape. So I don't know that Symmonds could ever have run even a 22s 200m out of blocks, let alone a 21. You have to run sub 11 100m to be capable of 21 low.
I agree that low 21 from the blocks is VERY difficult for MD distance runner.
I think the top milers, including a Jakob in best shape, can run at least 11 flat and 22 flat with FLYING START.

Walker's best 200 was 22.7 from a standing start. Snell ran 22.3.
