You can cut scholarships for a lot of reasons.

The portal is open, and many DI schools that have guys they know they wont be keeping are notifying athletes.
Some coaches will just tell athletes to GTFO, some will say you can compete this spring but then you are cut, some may have just put 12 guys on notice that they are competing for three roster spots next year. That is handled program by program.
As I keep repeating, scholarships are contracts. They are tough for schools to get out of (but there are reasons for termination). But, in a lot of cases athletes have contracts with zero years coming (I am telling you this was more common than people seem to believe). There will be cases of cut athletes, staying put, and receiving their contracted scholarship though.
You are correct. The confusion that many people have is that scholarships used to be a one year contract. So they are still under the impression that schools can cut someone and cut the scholarship which isn't true. Whatever the contract says must be honored in p4 schools. Your example of a runner who had a 20% 1st year and 10% second year and 0 in years 3 and 4 could be cut under the old rules after year 2 with no financial repercussion. The new rules don't change the rules in respect to the term of the scholarships. But I have heard that the NCAA is considering requiring that opt in schools must provide 4 year scholarships that do not decrease.
In my experience you can reduce and cut kids of your compliance department is on board. At most SEC schools, it’s about winning so they will find a way to remove kids.
As stated before they will probably strong arm athletes with the whole “you can keep the money but you won’t be on the team” pitch. A forced transfer situation
as you indicate, whatever is written in the contract is what is required to be honored regardless of the SA's status on the team roster.
since the contract is now specifically between the SA and the institution, and no longer an NCAA contract (which is what was formally called NLI) I am not sure that the NCAA can force any school to structure their contracts in any specific way. if they did they then they would be injecting themselves back into the contract process which is exactly what they don't want. they want zero exposure to any of this because of all the litigation they are now dealing with.

Not sure why the parents or student-athletes were surprised. They weren't fast enough to be in the SEC with the new roster limits. Fastest guy in the portal from Kentucky/Texas is 4:12, which isn't going to get it done in this day and age.

Sorta moot with the upcoming cancellation of the 1978 Steves Sports Act which will end the SEC. Private Teams will still rent SEC school venues though.
Can The Cut Athletes still Train with The Team? No good can come from alienating people and keeping them from being with Friends. And in College Teammates are basically all your Friends.
The great thing about this site is that you can make commands but nobody has to follow them.
Not if they aren't on a roster for some sport at the school.
