10/35 is way way too low - Cross Country obviously injuries are large factor, you could have 4 guys hurt easy so you are down to 6 runners? That is dumb.
Plus what about teams like Florida, Texas, Texas AM - I mean they probably have 35 kids right now who could make NCAAs in their events / relays.
I expect to see the XC-focused schools use a bunch of their T&F scholarships for 1500/5k-10k guys.
It will be interesting to see how distance-only schools that opt-in will manage rosters. Whether trying to gain an advantage in scholarships or roster spots, they could rotate redshirts annually to exceed 17 athletes (or 10 in SEC). You could have 25 true distance guys and finalize 17(or 10) person roster before first XC meet. The rest redshirt, race unattached, and land in track roster. Could be a boon for a select few teams that can afford it. Unfortunately, I agree with majority that see more likely outcome being small squads with more foreign talent and fewer developmental Americans.

It doesn't work like that- they counted as separate teams. You can have up to 17 runners on the cross country roster. Dropping to 12 doesn't mean your 45-man roster limit for track doesn't suddenly jump up to 50. It means you have 5 less guys on your cross country roster. Its like saying if basketball cut 3 guys, baseball can add 3 more.

12 distance athletes + 33 other athletes = 45 total athletes
I won't be waiting for ESPN to do a 30 for 30 on how Title IX hurts male athletes in non-revenue sports, especially walk-ons. Not a politically correct enough topic. I'm sure they won't touch this with a 10 foot pole, either.
The worst part of this to me is that the guys who needed a chance to develop, to do what college sports is arguably about, will never get a chance now.
We're not missing out on potential world stage podiums without 11th men at SEC programs. Our best performers on the world stage came in as top 5 runners as freshmen. College sports is for the elite, though there will still be places of opportunity for those 11th men to "develop" outside the SEC.

Will we start to the service academies move up the rankings? These schools do not share revenue and have no scholarships (the whole school is on scholarship). I can see quality high school recruits finding the guaranteed roster spot, great academics, and secure job upon graduation appealing. Obviously they have to know and appreciate what they're getting into. Air Force continues to be in the mix - surely they will stay near the top for years to come. Army and Navy aren't terrible historically and churn out a few great individuals every few years.

Most of these 10 will contributed at 800 thru 10k.
If they are not good at track, not really so terrible. A potential scholarship just for xc, with spring road racing can actually still be attractive.
So, if you have to opt in to participate in the NCAA bball tournament, then honestly, I don't see any school opting out, seeing as how conference champions get an automatic bid. Also, I doubt you have some schools in a conference opt in and others opt out. Everyone in a conference is going to be on the same page. So, will each conference come up with their own roster caps outside of the SEC and soon other major conferences?

the black revenue generators are getting paid and the sports for rich white kids are getting less and less. yeah maybe some T&F kids (not really XC) come from less affluent backgrounds but overall it's the posh kids.
don't @ me telling me how egalitarian D1 XC is. it's not. it's dominated by affluent kids and you'll have to show me real good evidence to change my mind. there was a good thread on this yesterday.

You're absolutely right on almost all of that. I just take issue with the idea that we need to go to a club model. Track teams are cheap. An average sized P4 team costs around $3 million annually. Alumni (and fans) just need to step up- if you valued your college running experience and want others to have the same experience, pony up some money. If you're a fan who comes on letsrun regularly to argue with strangers, you obviously enjoy and care about the product that these guys create and even if you yourself didn't run DI it may be worth asking yourself when was the last time you did something—anything—to financially support college running.

Face it, there aren't that any really good athletes across the board, and having room for 35 isn't that bad if the commitment to funding travel, etc., stays intact. I don't know too many D1 schools, even in the SEC, who have more than 35 great athletes on the roster. The less-talented folks who basically hang on for per diem and the thrill of being "big time" can find spots elsewhere at school's with great academics.

You're actually on to something— I had to check the settlement to confirm but this reduction (for XC only, not track) would be in violation of the settlement terms which read "Conferences each maintain the right to unilaterally reduce the number of sports Member Institutions within their respective conferences are required to offer, the number of sports sponsored by the conference, and/or the roster limits within their conference, subject to the limitations noted above that reductions in roster limits will not result in the loss of athletic scholarships for then-current student-athletes and that any change in roster limits shall not result in a reduction in the current number of athletic scholarships permissible under current NCAA Division I rules in any sport."
