Westin Brown (Great Oak) ran a 9:10 3200 / 4:10 1600 in 2023 . Never been on varsity XC before then. He ran varsity XC races in 2023 but didn’t run in any championship meets (section, state, NXN) because of injury.
Yes, that’s correct. When he was there, he had a 4:17 guy sitting and watching the National XC Championship.
He technically had two. Cantu’s PB in the fall of 2021 was also 4:17 and he was not top 7 at that time. He was top 7 in 2022, so he does not qualify for this title.
As of March 30, 2024, NP only has one sub 4:20 guy (2 if you include Doshi who did it in the past, when Brosnan was the coach). It will probably be corrected by end of the season however.
Shetty has a good shot to go under 4:20 this season. Doshi will need to back to his former fitness to do it
Shetty and Dickran went 4:14 and 4:17 at the Ventura county championships. Now NP still has 3 guys who have run a sub-4:20 before

Right. He ran faster than Herriman’s 7th man by 8 seconds, which makes it hard to tell how it would have turned out if they actually raced each other head-to-head that day.
However, Niwot’s Gabriel Marshall beat their 7th man by over 45 seconds, which makes it a lot more clear that he belongs in their NXN lineup. He proved that at NXN that he belongs there by finishing #3 on the team. That was his first time in their top 7 too.
Niwot had 14 guys run 16:05 or faster last XC season. They mostly ran at altitude and muddy courses, so there are a lot of strong runners on that team who weren't top 7.
Niwot actually has two juniors who were in their top 7 as sophomores but not as juniors (Engtrakul and Wood). In fact, both of them were in their top 5 at NXR as sophomores
Aaron Cantu was Newbury's 9th man in XC as a junior, then ran 8:56 as a senior. Doesn't count though because those were different years.
The real answer to your question may very well be Zaki Blunt, but I think Great Oak or American Fork may have had someone who was faster as an 8th man than Blunt.

CBA has a long list of sub-4:20 guys that did not make the varsity team that year. However, almost all of them were underclassmen and did end up making it in the future. As far as I am aware, Clark Mangini in 2013 is the fastest for them that never made it, and he ran 4:19. He also ran 1:53 and 50.xx open, and was primarily an 800 guy.
FWIW, on their current team, Luke Hnatt has run 9:18 but didn't make their varsity this fall. He's only a sophomore, though, so he'll be on the team in the future. Their fastest senior not on varsity only ran 4:41.
Daniel Vaca of Bellarmine in San Jose, California ran 4:12/9:14 in 2021 and was not a top 7 XC runner for them. He was mostly 8th man or farther back and all the guys ahead of him were in the same class. That class was loaded -- 3 guys ran sub-9:00 -- but everyone was talking about Newbury Park so they didn't get much attention. Covid didn't help either.
Maybe if VACA went to VACAville he would have made their top 7

Thomas Lerdall of Wayzata ran a 16:48 / 9:51 / 4:40 his HS senior year. The varsity team took second at NXN that year (2014). There have been JV runners faster than that. But, this is an interesting story because he took second at MIAC for XC in 2017.
He also ran ~2:21 at Boston last year for 34th place which is pretty good for a guy who didn't make varsity.
I love stories like this! The opposite of those sad accounts of super frosh and soph and elementary kids who go nearly nowhere in college running. Ive had a couple like this, but one, Kirk, new to running as a jr., really nice kid, hard worker, just filled spots as a jr. and got down to 4:40 mi as Sr--then a few years later I saw in some NCAA meets where he did under 29 in 10k and mid-14 in 5k. A valuable guy in their lineup! It happens, and it is good to see.

If we're held to the standard of the bolded section of this quote, this would be an impossible question to answer properly. Anyone who was a 15:40 8th man probably ran varsity at least a few times in their career when the varsity kids were resting or taking a week off. Teams like Niwot and Herriman don't run their top 7 every week. And so these super JV kids are always going to run varsity at least a few times.
Senior Thomas Field from CBA ran a 15:55 at Shore Coaches frosh / JV championships. Also 4:25 in the mile last winter. 9:59 in the 3200 this spring
Also, Sean Galvin from CBA ran a 16:49 at NXR NE open race and took 4th overall in the open race merge. He is a junior though so he has another opportunity to make it next year
And for Niwot, not counting the people who have made the top 7 before this year, senior Sammy Jackman ran a 15:48 at NXR SW. Bryan Herrera - 15:49. Lincoln Brewer - 15:57. Niwot entered their B team in RunningLane and all 7 of those guys are seniors

At RunningLane 2021, Cantu beat Blunt by almost a minute so Cantu ended up as their 8th man that year
