It is setting up conditioning programs and gradually progressing to reach a higher standard of fitness in most cases over a 4 year program with short term and long term goals a long the Way, A Teacher who runs a Program Like Stan Perotti is NOT a joke, and it achieves significant results including increasing Students Confidence , Self Esteem, Health etc.
A Good Gym Teacher is ABSOLUTELY of Value, Taking kids who can not do any Pullups and getting them to do 30-40 or more Consectively is of Value, Taking a Kid who is fat and breathes heavy going up a flight of stairs and getting the kid to under 6 minutes in a Mile has Value and doing this in all Physical Test's has Value and Gym Teachers that accomplish that with kids (Mostly non Athletes) is of value.
I think kids should have to meet standards for grades based on grade and age Example for a 12 grader
Pullups under 10 = F
10-19 = C
20-29 = B
30 or More = A
Mile Run 7 Minutes or over = F
6 Minutes -6:59 = D
5.30-5.59 = C
5.00-5:29 = B
4:59 or Better = A
Pushups under 30 = F
30-39 = D
40-49 =C
50- 74 = B
Over 75 = A
Note Control Weight Both Ways, Good Form and Must Be Consecutive.
Maybe have 15-20 kind of Tests for Strength, Speed, Endurance, Muscular Endurance, Agility anf Flexibility.
Likely Most Kids will start the Program in the F Category, But Keep them motivated with shorter Term Goals, Most kids will not think it will be possible to do this, but with Gradual Progression over a 4 year Period with a Motivated Kid with a Good Work Ethic, It will be not only possible but probable to Get A's in these Tests and like everything Different Students will be stronger or Weaker in some tests than others.
Doing something like This is What A PE Class should be, No standing around and doing nothing, It Will be hard ,They will sweat puddles during the Classes, the Students would be working their A__ Off, Most will not like it, but they will love the Results. And The Gym Teacher will be EARNING his pay
