There is no evidence of systematic doping in Norwegian track athletes, there is for Kenyans. But again, this is where your racism shines through. You want us to assume he is a doped "anomaly" (because he's white) whilst you want us to consider Kenyan track athletes (who are being caught in literal droves every month) to be considered genetically advantaged. There's no rationale behind it except racism.
And last I checked he lost twice to Brits in the 1500 WCs. These doped genetically advantaged Kenyans should've easily won that you'd think, if Wightman and Kerr are good enough to win. Or are they also super doped anomalies? You'd think Kenya would be able to find one of these anomalies themselves, dope him, and send him to a championship. You have been arguing a false dilemma -- that we must choose between doping and genes as an explanation, without considering environmental factors like being born and raised at a high altitude "sweet spot", and growing up to be 10-20 pounds lighter than other national class athletes.
Maybe you have cause and effect backwards: the high number of talented athletes in Kenya results in proportionally more athletes subject to more tests, and proportionally more busts.

Literally everyone at top leval,and many second tiers are on drugs no matter what country they come from.Its more noticeable in kenya because theres so many of them.Its great that kenyans are being caught,and ethiopians are starting to be,but i say go after richer countries with sophisticated doping regimes as well.

Fair enough. Ethiopia has the highest amount of OOC testing in the World though (per the Oregon stats), so not much else to be done there.

Is it meaningless? OOC testing locally in Kenya/Ethiopia would be useful for building longitudinal ABP profiles, but not required for the off-score analysis used by Ashenden/Parisotto.
Before the ABP was established, Kenyans and Ethiopians were surely blood tested in-competition just the same as everyone else in the world. Even afterwards, up until 2012, they would have been tested in-competition, including at Worlds in 2011, where all the athletes were blood tested. If they were using EPO while training in Kenya and Ethiopia, and then tapered off for competitions, this would have triggered the off-scores used by Ashenden/Parisotto.

Quite interesting to see the different ratios of AIU tests : overall tests, such as 155 : 265 for Ethiopia and 23 : 279 for Germany.
The typical athlete gets tested 2-4 times (in the 10-month span) by their own country's anti-doping unit. From there, the AIU itself would additionally test them 2-5 times depending on how good an athlete they are, how long they're on the RTP list, and even if they have suspicious test results. Germany does a good job of testing their own athletes undoubtedly, but a lot of the discrepancy is because they have a lot more athletes who go to Worlds but are unlikely to advance past preliminary heats. Nearly every athlete in Ethiopia's squad is expected to be a finalist and is good enough to make the RTP list. Germany's relay athletes, or athletes who narrowly get in via World Rankings or standards are not going to draw AIU resources.

Now you are just arguing for the fun of it. Obviously that would depend on how much EPO they used, and how long before the championship, and also how high their off scores were before doping.
Equally obvious is that a blood doper who gets blood-tested 3-6x per year has a higher chance of getting flagged once (because he doped close enough before a test) than one who gets only one blood test per year.
