To ban a whole country requires reasons. There were reasons for Russia (ARAF and RUSADA misconduct), but these reasons do not apply to Kenya (AK and ADAK). It's not just what I think, but it's what Coe told us that in the same Rome press conference.
Hahaha, what? Neither Houlihan nor Salazar were innocent, and both got due process all the way (and Salazar was banned as coach, not as athlete).

You may also have a point that some of the Kenyan sanctions are unfair, but that doesn't give further reason to ban the whole nation. Two wrongs don't make a right. I would be consistently against both to the extent it involves sanctioning innocent athletes. The stated goal of anti-doping is to protect innocent athletes.

Here are the unmanipulated words from the AP, and from Reuters, reporting what Coe said about why the whole country of Kenya was not banned (which is after all, the misguided subject of this thread):
