The only possible solutions are harsher prison sentences, for-profit charter schools, reinstatement of school prayer, and tax cuts. If the perp is neither Muslim or black, move to step three.

Asian mass shooters are surprising since they're about 6-7% of the population but commit less than 1% of murders / total mass shootings. However, I read a stat that for actual mass shootings (i.e. not , but the ones that'll be on the news for 2+ weeks) Asians make up about 9% which is ironic due to their low rates of violent crime in general.
