If you were to expand its school district to include the entire country and we didn't incorporate the way that training any kid in the country would mean new team leaders, and Newbury Park with 7:57/3:58/8:01/8:39 could still have exactly the same 1-4 runners, since they are arguably the top four 1600-5000m runners in the country.
Newbury Park is in the Conejo Valley Unified School District. So are the areas you list.

if you live in a school boundary then you are automatically going to that school. Most school districts have open enrollment and students can op to go to any school in the district.
So Newbury Park runners are not breaking any rules. There are many non runners in California that go to schools that offer special academic programs. They transfer within their district all the time.
This rule only applies to public schools. The private schools are in a different world.

Number one, those other schools are NOT part of the Conejo Valley School District. The high schools that make up CVSD are Newbury Park, Thousand Oaks and Westlake. Simil Valley, Santa Clarita, Calabasas, Oxnard, etc are not part of the Conejo Valley School District.
Number two, most schools in The Conejo Valley School district have open enrollment, meaning anyone can apply to transfer to one of their schools and as long as they are not impacted, the school will grant a transfer (either inter or intra district). There are no rules being broken by applying to and attending a school outside of your school or district boundary as long as you don’t lie about or forge a residency.
Number three, where rules could be broken and accusations have been made, is around undue influence. Does the coach, runners, families of runners or anyone else associated with the program have contact with and influence enrollment of any of those transfers?

The same core of Newbury Park runners have been together for 3 to 4 years. Not once has there been a CIF transfer violation issue at Newbury Park.

All we know right now is that the NP 4 are running in two upcoming meets: Arcadia (4/9- 3200?) and PR (4/29?- 4 X mile). After that we don't know what's planned. They'll have all of May and then June to test themselves in individual events.
Not one time during the existence of OAC have all 4 of these athletes been healthy at the same time. Ritz coaches in an all or nothing style. No way OAC will have 4 healthy guys.

It sounds like they're skipping CIF to run more meets, so they definitely have time to chase individual records. They can get 4 guys in 8:20 high to 8:30 mid at Arcadia, run some fast miles in May (Prefontaine for Colin?), and maybe find a fast 5k opportunity by the time they end their season in early June.

Cities or counties in California do not create school district boundaries.
In my California city half of the city’s boundaries are for the the high school in the city and the other half of the city’s boundaries are for a high school in the city next door.

Yeah, just like with Salazar and Armstrong, etc, etc. All those complaints were just jealous people and had no merit.
Hate to tell you, the sad fact is, where there's smoke, there's usually fire. Most of time when the results are too good to be true, they're too good to be true. Very rarely are there a significant amount of complaints without truth behind at least some of them. The guilty person usually lies and tries to minimize the credibility of the accuser. It's the cheater's playbook.

They will beat a pro team for sure. Not sure about OAC. I don't think they will beat them, but the other teams can be taken down by Newbury Park

Most likely, Brosnan and crew were practicing on Sunday when they weren't supposed to. He's obsessive. Just listen to any podcast he gives. He says he sleeps like 3 hours a night so he can dedicate that time to coaching.
I have little doubt that they violate the small rules (meeting when they aren't allowed, semi-recruiting, and so forth). You can argue they are dumb rules.
I don't think they violate the big ones, but who knows.
