I don't know what urban area you live in but try running through the streets around high schools in east New York or the South Bronx. In NYC which is not a hotbed of distance running the schools that do well are located in more suburban areas of the city or areas with large parks nearby.
I live in Lincoln Park in Chicago. I’ve never felt that safe is an issue.

The vast majority of youth track and field competitors in my experience are African American. There are huge meets all over the country with just a few white kids. Cross country is heavily white, but there are many teams especially from urban areas with a lot of black and Latino kids. The fact is that urban populations tend to be diverse, whereas suburban and rural populations at least in the past were mostly white, but there aren't a lot of good places to run distance in the cities. However, this can be changed quite easily at an early age by combining elementary and middle school development programs with morning mile programs, where the kids run laps around school fields after a free breakfast at school, with parent volunteers handing out popsicle sticks for the kids to have their laps counted and to win some prizes.

Well said. To reach your personal ceiling in any discipline, it's necessary to give max effort. To suggest distance running is harder work than other disciplines is wrong - it's just a different kind of hard work.

I don't know Chicago but I hear that some parts are very rough. I taught in a rough area in the Bronx. Fortunately we were able to train in the armory twice a week and race on the weekends. The other days were easier runs or pure speed both done in the hallways. This is common in NYC which is why indoor track is very popular. I can assure you parents dont want their kids running in rough neighborhoods. The distance oriented schools that train in the armory run through the parks or nicer neighborhoods on their none track days.

Regarding weight lifting: power lifting and olympic lifting require 2 totally different body types and the people that excel in each discipline are from different areas. Young American kids are not exposed nor do they aspire to be Olympic weigh lifters. The rest of your theory is very plausible.

Whites dominate in all sports really. Even in american football and basketball they are the best players even though they dont go for those sports as much as blacks. If there are any sports whites dont dominate in its because they no interest. Look at Warholm. Whites didnt have too much interest in this for a long time and the black lovers were hyping Moses and Young as the ultimate and that record could never be broken since it requires phenomenal athleticism, but one white guy goes for it seriously and BOOM. Annihilates the record. Making Young look like a schoolgirl. Black lovers can continue to live and their fantasy and believe what they want but the truth is in their faces. Everyone around the world knows you cant hang with whites.
We have to go back to 1964 and Darthmouths Gerry Ashworth to find a white sprinter on a USA Olympic 4x1 team. No white American has ever broke 10.00 for 100m.
