he was at one point on all fours with several agents trying to arrest him, but then, when the shooter drew his weapon, they all disengaged, presumably to give a clear arc of fire.
If, at this point, as a probable weapon carrying person, he had simply lay on his front wth his arms out wide, this wouldnt have happened.
