Mandatory carry is generally bullsh.t in a lot of races, especially in Australia. I've done trail races where you have lug a ton of crap and the elites seem to be running with a pack, a flask and little else. And then the end of race check is just a quick glance. UTMB seems to check everyone at least and enforce it, probably because of the night conditions higher up.
As for Seth, just do what all the Salomon pros do - wear the 2ltr s/lab pack with one flask - easy. Hands free, lightweight. Proven. Even Walmsley wears Salomon packs.
But the weight obsession again is laughable. Dude, a couple of grams extra for a more comfortable carry within the race rules is not going to destroy you. He also said he bought a windbreaker. Is the mandatory carry a wind jacket or rain jacket because here it is always explicitly a sealed rain jacket?

Fair sport, like clean sport, requires an even playing field.
There is no rule that requires that a runner carry water, just a refillable water bottle. (See Rule below). This rule may well be more to reduce the use of single use cups at all of the aid stations than to run with water. The garbage issue is a big deal at PP, more so than other races, and most trail runs I do now require that you bring your own cup and do not provide disposable cups. So, in my read, he is not breaking the rules by just bringing the required 12 ounce refillable water bottle, without water. TBH, there are so many aid stations, that I would also likely wait to fill up/drink at an aid station rather than carry water from the start, before I actually needed it.
WATER: Runners will be required to carry a 12-ounce or larger refillable water bottle or similar. This may be a combination of multiple containers, flasks, hydration packs, or similar. Single use disposable bottles are not acceptable.

Writing flowery prose that says nothing is actually tricky - you have to actually be stupid to do it. You think you're saying something, you really do. But really you only know the feeling of being simultaneously confused and inspired by good writers' soaring prose. So you try to write something similar, but you're an idiot and you can only recognize what it sounds like, not how to craft it. But then other idiots read your attempt at soaring prose and are like "You da man seth! So inspiring!!" The weird thing is, I think people are actually inspired by Seth and his rambling, but I am certain they would not be able to coherently express why that is.

I wonder if like say, my Patagonia Houdini would pass even though it's not really windproof but is water resistant. Or do I need to lug around my Marmot Precip (which I would never consider running in)? It's still ambiguous IMHO, though I suspect something like the Houdini is what they're going for.
I hate running with crap too, but I could get by with my Houdini in my pocket and 12 ounces worth of soft flask (especially if I slam it down early on and just crumple the thing in my waistband or shorts pocket).

While I'm not sure how to interpret the language in the requirements, I definitely have busted out the marmot precip on 14ers during bad weather. Like maybe the houdini fits the bill, but I would still rather have my precip, depending on the day.
