He describes textbook "appeal to authority" fallacy. In intellecutal circles, the only things that can give opinions any value are supporting facts, evidence, and controlled observations. That is clearly not the case here as Burfoot tells us he has no factual basis for his expressed thoughts and feelings.
Burfoot points to some general statistics but then concludes we should not trust lies, damn lies, and statistics. He says not to blindly trust the new world record, implying we can blindly trust in doping. He is partly right. We should not blindly trust anything, even "expert" opinions worth a pinch of sh*t. You dismiss that he clearly believes she is doping, for the reasons he supplies, because he also says he has no proof. But that conversely means he has no proof she isn't doping - and neither do you. It is just as possible she dopes. If the "evidence" of her doping was a failed drug test there would be no need for him to express an opinion about whether she is doping. Her being a doper becomes a fact, not an opinion. However, since most dopers don't test positive it is a perfectly legitimate subject for speculation and especially with a Kenyan athlete today.
But what we do know for a fact is that there is no evidence you will accept of doping, and certainly not a a failed drug test, as you have argued for years that Houlihan isn't a doper, notwithstanding her confirmed doping violation. So Burfoot can never prove to you that Chepngetich is doping. No one can.
