While ICE's methods are far from being desired, from what I have read some of those applying are ex-mil and ex-cops with great qualifications. I see them post about applying on Reddit, and quite a few have GS-5 and above clearances. Most have spouses with good jobs (in the government too), and they themselves have gov't bennies or LE bennies to start from their prior jobs (pensions). I've seen cops clear 110k-140k with OT and bennies.
They aren't all dumb hicks...some are very well-off to begin with.
i.e. department guys with 10-15 years on the force (including 3-4 maybe as an MP or in a related MOS) who want to go ICE, Border Patrol, etc. Usually ex-Army or ex-Air Force.
